dov's tankers

Dov S. Zakheim is a Senior Fellow at the CNA Corporation and a Senior Adviser at the Center for Strategic and International Studies (CSIS). From 2001 to 2004, he was Under Secretary of Defense (Comptroller) and Chief Financial Officer for the Department of Defense. In this role, he was the principal advisor to the Secretary of Defense on all budgetary and fiscal matters, including the development and execution of the Defense Department's annual budget. He also oversaw the Department's financial policy, financial management systems, and business modernization efforts.


Outside of government, Zakheim has been both Corporate Vice President of System Planning Corporation (SPC) and Chief Executive Officer of SPC International Corporation. He was also a Senior Vice President of Booz Allen Hamilton, where he led the firm's support of the U.S. Combatant Commanders worldwide.

TriData Corporation, a subsidiary of SPC International, claims to be "one of the nation's leading public safety consulting firms."



After the February 26, 1993 bombing at the World Trade Center, TriData conducted Report 076 of the Major Fires Investigation Project, under contract EMW-4-4329 to the United States Fire Administration, Federal Emergency Management Agency. The report was titled "The World Trade Center Bonbing: Report and Analysis."



In its disclaimer to TriData's report (under contract to FEMA), The United States Fire Administration Fire Investigations Program stated, "Under unusual circumstance the Fire Administration (FA) is sometimes not able to conduct an investigation after a major fire."


Due to a criminal investigation following the 1993 WTC bombing (as was also the case with 9/11), the FA stated it was unable to conduct an investigation of the major fire. The FA then stressed the fact that, "Fortunately, Fire Engineering magazine subsequently published an entire issue containing over 24 articles describing all the major aspects of the incident."

Essentially, the FA claimed they had to rely on Fire Engineering for a description of the incident in order to conduct an investigation, which is most likely true to a certain extent, as was the case with access to the WTC steel and to "ground zero" after Septmeber 11, 2001. However, in order to conduct a "report and analysis" of the 1993 bombing, TriData, under contract to FEMA, was most likely granted access to the Port Authority's files regarding design, structural, technical, mechanical, and other aspects of the World Trade Center complex, including the subterranean areas and the buildings themselves.  Note that the Port Authority of New York & New Jersey (PANYNJ) contributed to TriData's report in a section titled: "The World Trade Center Complex."

 
In that chapter, PANYNJ provides numerous details with respect to the WTC's fire safety features, elevator system, structural steel system, subgrades and utilities.

Although the Fire Administration may have relied upon Fire Engineering magazine for the details describing the incident and the aftermath/response, the technical details of the numerous WTC utilities, systems, and operations, as illustrated above, belonged to the PANYNJ.

Note: I believe that TriData was granted access to many, if not all of the Port Authority's files in order to conduct their report and analysis of the 1993 bombing. Although the evidence is partly circumstantial, I firmly believe TriData (subsidiary of SPC International) had the opportunity to gain access to the technical details of the WTC complex, and thus help set the stage for the 9/11 drone planes and demolitions.

Note: On their own website, TriData boasts how it has conducted more than 50 "after-action" studies following major incidents such as Columbine and Virgina Tech.
